Hole #17 begins by the College St. "entrance" to the library. The teebox is anywhere on the brick before the greenery and/or sidewalk begin.

I neglected to take any more pictures. Aim straight over the "pit" (or follow the curving sidewalk) and you will see the pin: a red water meter sticking out of the ground. Hit it.
